Know where to rebuild first

See the full extent of damage across a region. Prioritise what matters most. Prove progress to every stakeholder.

Where do you start?

Once the emergency response winds down, the reconstruction decisions begin. The first one is the hardest: where to start.

Damage often covers tens of thousands of square kilometres. Large parts of the region remain unsafe or inaccessible. Information from the affected areas is fragmented, outdated or inconsistent between agencies.

At the same time, budgets are limited. Donors and investors expect spending to be justified. Local communities need results.

Without a reliable and complete picture of the damage, organisations risk:

  • Misallocating reconstruction funds
  • Losing time on the wrong priorities
  • Overlooking the most pressing situations

From damage to decisions

Terramira delivers region-wide Earth Intelligence for every phase of reconstruction. We compare satellite imagery from before and after the event to show what was damaged, where, and how severely. Then we turn that insight into clear priorities and track progress over time.

The result: one reliable picture of the damage, shared by everyone involved in rebuilding.

Three phases. One foundation.

Understand the situation
A region-wide damage assessment across infrastructure and housing, energy and water, based on satellite imagery from before and after the event.

Prioritise action
We turn the damage assessment into risk-based priorities that account for dependencies between systems. For example, a damaged dam can only be repaired once the roads leading to it are accessible and power is available for the equipment.

Monitor progress
Reconstruction funds require objective evidence of progress. Our monitoring provides it, and it strengthens requests for additional, more targeted funding.

Our approach feeds directly into established frameworks such as the Post-Disaster Needs Assessment (PDNA) and the World Bank’s Rapid Damage and Needs Assessment (RDNA).

How it works

1

Together we define the area of interest, the sectors and objects to assess, the time frame and the outputs you need.

2

We build a historic baseline from before the event and combine it with current satellite imagery, so we see the full picture, including areas that are unsafe or hard to reach.

3

AI-powered analysis detects and classifies damage to buildings, roads, bridges, the power grid and water infrastructure. Where needed, we validate results with local partners or ground truth.

4

You receive the insights in the format that fits your work: a dashboard, GIS layers for your own systems, and/or a report.

5

We update the picture as new data becomes available, so progress stays visible and verifiable throughout the reconstruction.

Intelligence that improves operational readiness.

Overview in weeks

A region-wide picture in weeks instead of months.

Safe assessment

Assess damage without sending teams into dangerous areas.

Up-to-date, consistent data

A fixed pipeline keeps the data current across the whole region.

Better use of funds

Objective priorities and verifiable progress reporting.

One shared picture

A common view for every stakeholder involved.

Fits existing frameworks

Outputs feed into PDNA and RDNA assessments.

Built on proven data

Our reconstruction intelligence builds on proven Terramira datasets, including buildings, roads, bridges, the power grid, trees, biomass, crops and land use. We combine multiple remote sensing sources with foundation models, embeddings and agentic workflows to deliver insight even in the most challenging situations.

For everyone rebuilding a region

Set reconstruction priorities based on a complete picture of the region.

Development banks & donors
Allocate funds with confidence and track what your investment delivers.

EU and UN agencies & international NGOs
Coordinate damage and needs assessments from one shared source of truth.

Engineering & construction consultancies
Plan and phase reconstruction work based on reliable damage data.
